If you provide manning agent access to your system, a suggested workflow is to use Virtual companies. When a person is ready from the manning agent's side to be scheduled, they can add them into to a Company named "Ready for scheduling" or "for Approval". This company is in it's turn set to show persons assigned to this in the normal “normal” company the Crewing users are accessing.
