Report is used to catch the crew onboard & verify that held Competence documents correspond to those specified as vessel requirements or to report missing/expired/close to expiry.

This report is only useful for companies that use Vessel Requirements Profile instead of Position Requirements Profile. This means that they do not set certificates required per certain position, but define the certificates for a vessel, so that each certificate inclue only certain positions.
Therefore if you intend to use this report, the initial setup should be performed under Modules > Requirements Profile > Vessel view.
