Summary

This report is designed for coordinators to control violations of work & rest hours of their subordinates in a defined period according to pre-defined MLC (Maritime Labour Convention) rules.

Work & Rest Rules for 24-hour period

Rule

Description

At least 10 hours of rest

A crew member must have not less than 10 hours registered as Rest worktype for 24-hours period.

Not less 10 hours in 2 rest periods

2 separate periods of Rest must make a total of 10 hours or more.

One rest period lasting 6 hours

At least one of registered Rest periods must be longer or equal to 6 hours.

77 rest hours per week

The total of registered Rest periods from selected date to 7 days earlier (back) must be not less than 77 hours.
E.g. if reported date is May 19, the period to check is May 13 - 19.

If at least one rule is not complied - a person will have violation mark ('N') in the report.

Example: At any point in time if a seafarer is working, he should have a good rest.

This is primarily defined by how much rest he has received in the 24 hours preceding the current time.
In the above-defined 24-hour period he should have received at least 10 hours of rest.

The 10 hours of rest should be divided into a minimum of 2 periods (means that person can have more than 2 rest periods in a 24-hour period, but the longest 2 periods must be not less than 10 hours in sum).
And one of these longest 2 periods of rest must be not less than 6 hours – this is some time to sleep.

Additional rules are put in place to mark how much rest is required in a week. At least is should be not less than 77 hours of rest in a week.

To access this report, please log in to the Crew Portal web interface, open the Time and Attendance module, and select Co-Workers Timesheets sub-module-> Reports -> Generate.

The report has the same principles as Non-Conforming Work and Rest report but displays information in a more detailed way for every selected pin.

Dialog

Once you click the needed report, a dialogue window will ask you to add report parameters:

Period – select the needed period from a dropdown list with all periods that were defined by the administrator in APP.

Pins - this dropdown list will display persons that have/had a sea-service activity for a selected period. Only positions that are set up as your team members will be selected.

The list will be created depending on the selected period, so even if a person has already signed off but you need to include him in this report - he will still appear in the list for the period when he was onboard.

You can either choose crew members one by one & tick needed checkboxes, or you can use Select All to tick all at once.

Layout

The report checks the previous 24 hours every half an hour whether the pin has any of the 4 MLC rules violations.
In the report header, we can see the report name, selected period, vessel info, crew member name and position.

Let's review an example:

1. Calendar

Date and 24 hours divided into periods/boxes for 0,30 hour (48 periods).

Boxes differ in colour:

- work;

- rest;

- violation.

- If 24 hours line consists of white boxes – a person was not on board this date.

So, the system checks if there exists any violation regarding MLC rules every half an hour.
It counts this 0,30 min and 24 hours back (47 periods back; let's name it 'check period').

In our example, the first 'check period' is from 00:30 03/05 to 00:30 02/05 back:

Then next 0,30 min period and previous 24 hours (from 01:00 03/05 to 01:00 02/05 back)

And further in this way.
If system indicates any of 4 violations in the 'check period', the box that starting this violated check period is marked with N.
In our example: in the 1st check period (from 01:00 03/05 to 01:00 02/05) the crew member has violation of rule #2 ('Not less 10 hours in 2 rest periods') and #3 ('One rest period lasting 6 hours').

2. Totals

Total hours of work in 24 period – sum of all work periods for 24 hours.
Total hours of rest in 24 period – sum of all rest periods for 24 hours (is used when counting all rest for 7 days).
Comments column: here we can see some coordinator's comments that were added for the pin under Non-Conformity Events tab for specific date regarding any violation. E.g.: to indicate that some violation has the reason and coordinator knows it.

3. Hours of Rest

Hours of rest in any 24 period – the system sums up the 2 longest rest periods for every 'check period' (for the previous 24 hours) and shows this value.

-It helps to see if rule #2 ('Not less 10 hours in 2 rest periods') is violated

Hours of rest in any 7 day – the system sums up rest periods including the current day and 6 days back.
In our example, the first value (74) in this column appears on 8/05. It's the sum of values from Hours of rest for the 24-period column from 8/05 to 2/05.

-It helps to see if rule #4 ('77 rest hours per week') is violated.
